The volume is large, the specifications are strict, and the commercial terms decide who carries freight, insurance, and risk. How Gulf DIP tenders are typically staged

Most Gulf water and wastewater tenders follow a similar path: a prequalification (PQ) round filters suppliers by track record and certification, then shortlisted bidders receive the BOQ and technical schedules. Because the tender specification itself drives both pricing and compliance, getting it right before publication saves far more than negotiating later. Utilities in the region increasingly require evidence of previous GCC or similar-climate projects, so suppliers should prepare that proof early.


Building the BOQ: what must be quantified

A usable BOQ lists every item the contractor must deliver, not just "ductile iron pipe." At minimum it should fix the nominal diameter (DN), the pressure class or K-class, the total laid length in metres, the joint type and quantity, the internal lining and external coating system, and the fittings and accessories needed to complete the line. The dimensions and pressure-class reference shows how DN and class map to wall thickness and weight, which in turn drives both price and freight. Putting standards into the BOQ

The Incoterm in the contract decides where cost and risk transfer, and Gulf tenders use a small set repeatedly. Pitfalls that sink Gulf DIP bids

Joints deserve their own line because joint type and deflection limits affect both trench design and the number of restraints needed. Which Incoterm is most common for Gulf DIP imports?
CIF and CFR to Jebel Ali, Dammam, or Hamad are common because the supplier handles freight and the buyer receives pipe at the port. FOB is preferred by buyers who run their own freight contracts, while DAP suits contractors who want delivery to site. The right choice depends on who controls logistics and customs clearance.


Should a Gulf BOQ allow AWWA as an alternative to EN 545?
It should not, unless the project explicitly supports both outside-diameter systems and the fittings are sourced to match. AWWA C151 and EN 545 pipes are not dimensionally interchangeable, so allowing "either" produces non-comparable bids and site compatibility problems. Pick one family and keep the BOQ consistent.


What inspection documents does a Gulf utility usually require?
Typically a third-party inspection release, the mill test certificate for each heat or batch, coating and lining material certificates, and a certificate of conformity. Hydrostatic and coating-thickness records should reference the same batch numbers as the MTC so auditors can trace every result. Buyers should ask for these as signed PDFs at the inspection release, not months after the pipe has shipped.


How detailed must the coating specification be?
It must name the external system (for example zinc plus bitumen, or bonded PE sleeve) and the minimum thickness, not just "corrosion protected."
